IInspectable I do not believe there is any good way to get debug data from this as there is no way to simulate the interaction between the spooler service and port monitor DLL file. All the other functions of the DLL work like normal but is as this code is just not executed.

IInspectable I added a bit more detail on what I mean by "works" in my question. I wrote a small console exe to test the code and what I have below successfully sends data I get a message popup on the other side.
